Description
The Research to Aid Persons with Disabilities (RAPD) program supports research that will lead to the development of new technologies, devices, or software for persons with disabilities.?? Research may be supported that is directed to the characterization, restoration, and/or substitution of human functional ability or cognition, or to the interaction of persons with disabilities and their environment.?? Areas of particular recent interest are disability-related research in neuroscience/neuroengineering and rehabilitation robotics.?? Emphasis is placed on significant advancement of fundamental engineering and scientific knowledge and not on incremental improvements.?? Proposals should advance discovery or innovation beyond the frontiers of current knowledge in disability-related research.?? Applicants are encouraged to contact a program director prior to submitting a proposal. Undergraduate Engineering Design Projects are also supported, especially those that provide prototype "custom-designed" devices or software for persons with disabilities.?? The education of undergraduate engineering students is enhanced through Undergraduate Engineering Design Projects' awards supported by the RAPD program.?? Characteristics of undergraduate engineering design projects to aid persons with disabilities include: The primary goal of this activity is to provide a meaningful design experience for the engineering student that will directly aid a specific individual with a disability.?? Undergraduate student engineers or engineering technology students develop prototype "custom-designed" devices and software in this regard. The PI and the students work with institutions providing care or education for individuals with disabilities.?? The proposal must include a short description of ten possible design projects.?? These projects should be suitable for an undergraduate student, or a small team of students, to complete in about one year.?? The proposal should include a letter of support from an appropriate administrator of an institution providing care or education to individuals with disabilities.?? The letter should certify that the institution and the university will work cooperatively on the design projects. The PI provides an annual report that includes a description of the successfully completed design projects during the previous academic year.?? Each PI is expected to implement a high percentage of projects each year.?? It is also expected that the projects will contain appropriate levels of quantitative engineering analysis. The duration of unsolicited awards is generally one to three years.?? The average annual award size for the program is $80,000.?? Small equipment proposals up to $100,000 will also be considered and may be submitted during these windows.?? Any proposal received outside the announced dates will be returned without review. For the RAPD program, the duration of Undergraduate Engineering Design Projects is three to five years.?? The average annual award size is $25,000.?? Any proposal received outside the submission window will be returned without review. The duration of CAREER awards is five years.?? Description
Section 1149 of the Social Security Act, as added by section 121 of the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA), requires the Commissioner of Social Security (the Commissioner) to establish a community-based work incentives planning and assistance program for the purpose of disseminating accurate information to beneficiaries with disabilities on work incentives programs and issues related to such programs to assist them in their employment efforts. The Commissioner has established a competitive program of cooperative agreements to provide work incentives planning, assistance and outreach. This SSA program is called the Work Incentives Planning and Assistance (WIPA) Program. The WIPA program also provides information on the availability of protection and advocacy services to beneficiaries with disabilities, including beneficiaries participating in the Ticket to Work and Self-Sufficiency Program established under section 1148, the Supplemental Security Income (SSI) program established under section 1619, and other programs that are designed to encourage beneficiaries with disabilities to seek, maintain and regain employment. The WIPA Program is an important part of SSA’s employment strategy for beneficiaries with disabilities. One of SSA’s goals in implementing TWWIIA is to help achieve a substantial increase in the number of beneficiaries with disabilities who return to work and achieve greater self sufficiency

The Black Duck Joint Venture (BDJV) is a partnership-based conservation program under the North American Waterfowl Management Plan that promotes the conservation of Black Ducks by providing greater knowledge for effective management. The U.S. Fish and Wildlife Service, a partner in the BDJV, administers grants and purchase orders on a competitive basis for projects/studies that advance both our and the general scientific community's understanding of Black Duck ecology and is seeking proposals from interested parties. The BDJV will accept proposal addressing any aspect of black duck ecology and management, but proposals that address priority research needs (see full announcement) will have a greater probability of funding. The BDJV is currently supporting several research projects addressing high priority research needs (see full announcement) but will accept new proposals addressing these topics. The BDJV is receptive to funding annual projects as well as a limited number of multi-year (up to 3 years) projects. Successful multi-year projects will be funded in 1-year increments, subject to annual review, demonstration of suitable progress, and funds availability. After 3 years of consecutive funding, those projects may reapply and compete for BDJV funds in one-year increments only and they will be re-evaluated based on their continued merit. To be competitive for funding, proposals should include both cash match and in-kind support. Currently the only source of general funding is U.S. Congress-appropriated funds directed to USFWS for BDJV use -- we are expected to demonstrate effective leveraging of these funds, preferably with non-U.S.-federal resources. Pursuant to PWEDA, eligible applicants for and eligible recipients of EDA investment assistance include a(n): (i) District Organization; (ii) Indian Tribe or a consortium of Indian Tribes; (iii) State, a city or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; (iv) institution of higher education or a consortium of institutions of higher education; or (v) public or private non-profit organization or association acting in cooperation with officials of a political subdivision of a State. See section 3 of PWEDA (42 U.S.C. § 3122) and 13 C.F.R. § 300.3. Projects eligible for Public Works or Economic Adjustment investment assistance include those projects located in regions meeting “Special Need” criteria (as defined in 13 C.F.R. § 300.3), as set forth in section VIII.B. of this announcement. For-profit, private-sector entities do not qualify for investment assistance under PWEDA. Nonetheless, under its Local Technical Assistance Program or National Technical Assistance Program, EDA may make an award to a for-profit organization to carry out specific research or for other purposes set forth in 13 C.F.R. § 306.1. See also 42 U.S.C. § 3147. EDA is not authorized to provide grants directly to individuals or to for-profit entities seeking to start or expand a private business. Such requests may be referred to State or local agencies, or to non-profit economic development organizations serving the region in which the project will be located.

Under this announcement, EDA solicits applications for the following programs under PWEDA: (i) Public Works; (ii) Planning; (iii) Local Technical Assistance; and (iv) Economic Adjustment Assistance. EDA will provide Public Works investments to support the construction or rehabilitation of essential public infrastructure and facilities necessary to generate or retain private sector jobs and investments, attract private sector capital, and promote regional competitiveness, including investments that expand and upgrade infrastructure to attract new industry, support technology-led development, accelerate new business development, and enhance the ability of regions to capitalize on opportunities presented by free trade. The Planning Program helps support planning organizations, including District Organizations and Indian Tribes, in the development, implementation, revision or replacement of comprehensive economic development strategies (CEDS), and for related short-term planning investments and State plans designed to create and retain higher-skill, higher-wage jobs, particularly for the unemployed and underemployed in the nation’s most economically distressed regions. The Local Technical Assistance Program helps fill the knowledge and information gaps that may prevent leaders in the public and nonprofit sectors in economically distressed regions from making optimal decisions on local economic development issues. The Economic Adjustment Assistance Program provides a wide range of technical, planning and infrastructure assistance in regions experiencing adverse economic changes that may occur suddenly or over time. This program is designed to respond flexibly to pressing economic recovery issues and is well suited to help address challenges faced by U.S. communities and regions.

The Gang Resistance Education And Training (G.R.E.A.T.) Program (42 U.S.C. § 13921) is a school-based, law enforcement officer-instructed classroom curriculum administered by the Office of Justice Programs’ Bureau of Justice Assistance (BJA) in cooperation with the Department of Justice’s (DOJ’s) Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The program's primary objective is prevention and is intended as an immunization against delinquency, youth violence, and gang membership. G.R.E.A.T. lessons focus on providing life skills to students to help them avoid engaging in delinquent behavior and violence to solve problems. Criminal justice professionals with powers of arrest—police officers, sheriff’s deputies, parole or probation officers, school police officers, federal law enforcement officers/agents, prosecutors, judges, court officials, district attorneys—are eligible to teach G.R.E.A.T. All individuals wishing to deliver the program in the classroom must complete a G.R.E.A.T. Officer Training Course. Per the National G.R.E.A.T. Program Policies and Guidelines, G.R.E.A.T. officers are responsible for maintaining their G.R.E.A.T. certification. G.R.E.A.T. funds may be used to support one or more of the following G.R.E.A.T. curricula, components, and activities: 13-week middle school curriculum (a core, mandatory component); 6-week elementary (4th and 5th grades) curriculum; 6-lesson G.R.E.A.T. families component; or G.R.E.A.T. summer component.
